    How do you "win" a contract for free?

    And why would you give away the rights to information obtained at such an expense to the Australian taxpayer only to buy it back in printed form?

    Perhaps a printing shop would have charged more than the 65g to print the report. Government contracts always seem to be carried at exorbitant prices.
    Perhaps in that scenario the return to tax payers is found.

    Personally I'd rather Greg Hunt say something like: we will examine the actions taken by the government and ensure there has been appropriate management of taxpayers money.
    It was quite obvious he was just verballing on very little information.
