Senoj hilights next year's practicalities, how they could well impact on TLS negotiations; add to that Frank Zumbo's legal opinion (as such) and by no way - it it all over red rover.
But even more the very basis of NBN is shaky as HEWITT said,
"Meanwhile, wireless is improving all the time -- and customers are voting with their phone bills."
