    How about BLR just hand out to each of the disgruntled land owners within the region a 1Mill share entitlement, who knows they could each become Millionaires, within 3 to 5 Years :)

    50 Landholders each 1Mill at 10cent per/share entitlement = Total cost To BLR $5Mill. " Problem Solved "
