This is by far not as bad as you see it. Even the protestors are not getting exited by this.

The committee that has given the negative advice are more or less the direct neighbours. Call it Nimby behaviour, but they rather don't have the excitement around their homes. Add to that the pressure from being more or less outcasted by the local community if they would approve and something happens (I don't mean any pollution caused by fracking, but say, a road accident or anything really). These protestors, which are a very small group, are totally obsessed with extreme tunnel vision; they terrorise the hell out of the members of the committee. Recently they published all their personal data and phone numbers on Facebook, asking everyone to call them and make the point against fracking. Terrorists is what they are.

The regional body that has the authority to decide will approve of it, as it meets all the regulatory requirements. On top of that there is always the possibility that it will become a project/activity of national interest, given the strategic value of energy independence in todays world. This will exempt it from the local approval system. Remember, ALL political parties are supporting this.

So, not to worry on wether it will be a go or no go. It is a go.
