In my experience (with offshore rigs), at the very most the ERL GM may get involved but predominantly it would be the Group Commercial Manager and a Drilling Manager, but I struggle to see CE coming out of his ivory tower to negotiate a busted a** rig contract. He most certainly would sign off on the spend (depending on MIN's DOA structure)
