It would be like saying, one salvation plan for Gentiles and another for the Jews, hmmmmmmm. Yep, that is exactly what he appears to be saying. I think it is even weirder than that. One for the circumcised which includes not only Jews - many non-Jews males are circumcised and the other for those who have not been circumcised. Each belief to his or her own I guess.
