If you vibrate within a 3rd dimensional reality it would be lust, those within a 4th or 5th dimensional reality would only be having sex with those of a vibrational match, so such love making becomes God's vibrating love.
Lust is a non vibrational match.
So to answer your question, in a world such as ours, in almost all cases it would be lust, not love.
