A 17 year old African youth who kicked a policeman in the head at Knox while he was making an arrest was granted bail.He was already on 12 months probation and had a history of serious offending including charges of aggravated burglaries and car theft.Police minister Lisa Neville called the courts decision "incomprehensible".
