There is definitely more than CG selling, its a market after all!
But I would think that probably 50% or more is CG, because he is the only one that has those numbers to bulk it up. There will always be some selling though for various reasons eg need cash & your theory.
Re , whether NAGs will or won't win a contract, its too early for either, because they are not yet in the game officially. There are certainly expectations in some quaters that they will be - soon (Vic Govt & Tunnel Contractors). If you think there haven't been talks happening already, then I beg to differ. Patience will see the kettle boil.
