seems to need a market cap over $100 mil
there is also a criteria for volume traded, criteria for how the shares are owned and other eligibility things from the past 6 months. Other than bits and pieces from various websites, I can't seem to find a really clear answer. one would think that if the methodology was transparent, then there would be predictions of rebalance all over investing websites.
If the criteria are calculated based on the past 6 months performance, then Syrah might already be doomed to exit the index.
Also, note that one of the resolutions in the AGM was based on the fact that Syrah will be out of the index and the resolution had to be scrapped because the rebalance was delayed.
