by definition, yes.

in Australia, it is called Preference Shares, usually with cumulative dividend % payment. Conventionally they are treated as part of shareholders equity but has a higher ranking than ordinary shares in the event of liquidation. Some analysts may treat Preference Shares as a form of borrowing/debts when they analyze balance sheet strengths.
