Why would they do it, to try and save courier costs? I would find it more logical if it was found that courier drivers were involved in such a scheme. Using passenger baggage is too hit and miss.
In the case of Corby, given the size of the bag of cannibis it would mean waiting until the right sized bag came along, that it was unlocked, and was going to the right destination. Nobody would have any idea in advance of what baggage was coming through and then only have a small window of opportunity to plant it. Trying to recover it at the other end would provide virtually no window of opportunity as the baggage goes straight through to the collection area.
