That is quite a sensible and convincing argument.
Hard to see drug dealers waiting around with a big bag of the stuff ready at the airport to drop into a bag once they find one that is suitable.
But then again, stranger things have happened, and maybe they have found from experience that for that particular flight, there are usually quite a number of suitable bags from the people taking their boards to Bali that are usually unlocked.
