My understanding is that the 415m is the limestone intervals with in the broader oil charged window. Basically there will be siltstones (shales etc) with in the broader interval that aren't considered reservoir due to their properties. The 137 net meets the industry standard cut off for porosity out of the 415m gross.

The upside is the fractures could increase the net and even with in the broader oil charged window. There are naturally fractured oil fields that are entirely shale reservoir. The shales also act as a source rock due to the organic matter content and hence charge may come from with in the structure.
