The biofuels asset is worth zero without the finance.
The govt has issued 52 licences, so its hardly a unique asset.
On top of that, they wont actually have a licence if they cant get the money raised fairly quickly as the govt has sais it will satrt to cancel licences.
The case for a zero value is reasonably strong.
