Saw this in Santiago a couple of years ago......I believe you couldn't get a bike out of the "rack" until you swiped your credit card. So what's the problem?...unless these Chinese bike companies are just letting the customers ride their bikes for free.
I think in Chile it's a time based charge.....the charges stop when you dock the bike back into another rack.
