I first noticed it a long time ago
if people naturally go to a particular spot and have lunch or swim etc. and there’s a rubbish bin
The rubbish bin often gets full and people start leaving rubbish beside the bin
Councils will remove the bin and put up no parking or stopping signs.
Whereas in other countries - councils put 2 bins and empty them more regularly.
