QE is deflationary, our whole monetary system is deflationary by definition.
However, this does not mean prices will go down, living costs and assets will continue to increase in price because the money supply will grow exponentially, the currency will continue to decrease in purchasing power hence price rising.
The FED (and other central banks) have already legislated a new digital currency and will be forgiving personal debts for people in US. This will be a big shift in monetary policy and it could be inflationary as the money will be directly given to the people, approx $2000 per month. I don't understand how exactly this will work, but because it's digital currency it can be programmed to expire, or to be only used in a certain industry or certain location. This will give the FED the power to control supply & velocity of money...

I have a theory (which is actually a bit out there) that the CB's want to destroy the current monetary system so they can employ with success their digital currency with ease and eventually become the lenders of first resort. Negative rates are coming (again already legislated and plan is in motion) and this will lead to a deflationary bust, more debt to pay off existing debt is not the solution when the whole world has entered a reccession/depression.
I highly reccommend a great documentary called "Princes of Yen" on Youtube. It basically explains how Japan changed their monetary system and what is required to achieve it.
