I believe that the statement regarding the comparative cost advantage of NEPSYS is only when comparing the cost of achieving a permanent weld of equivalent quality... which would either require hyperbaric welding or dry docking to be performed... both of which are expensive options.
Standard wet welding can be performed cheaper than NEPSYS however the quality of the weld is significantly poorer... the reduction in weld quality means that the weld cannot be used for a permanent critical structural connection, only temporary non-structural connections.
Where a permanent structural weld is required I believe the only options are Hyperbaric Welding, Dry Docking or NEPSYS. Of these options, NEPSYS is significantly more cost effective.
