Some breeds of dogs are banned from being imported to or bred in Australia because they are inherently dangerous. Should these laws be overturned. Surely genetics doesn't make a creature dangerous, it is the way they are treated. Wouldn't treating all dogs with kindness and generosity make them pleasant and useful. Genetics can't determine behaviour, can it?

The problem is that some dogs are bred to kill. They are dangerous to people, livestock (especially sheep) and other dogs. Genetics does determine behavior.
