This is largely known, but after Key West and Hawaii completely banned oxybenzone and octinoxate, Florida are now considering only selling these sunscreens via prescription:

I highly doubt anyone will want to visit their GP to buy sunscreen... It's effectively a ban.
As for this line:
"Only two sunscreen ingredients are "generally recognized as safe and effective" for people by the FDA: Zinc oxide and titanium dioxide"
Titanium Dioxide, IIRC, doesn't completely protect against UVA. Further, there was a mention of it causing stomach cancer, effectively making it dangerous to use on children. That leaves Zinc Oxide as the safest, most effective active ingredient in sunscreen...
