You know you can register with Bannister, receive the full pack via email and in there it tells you everything you need to know, no needed for speculation in regards the Ban Law CA and fees or funding etc. Just because you register and they send the pack, which I have done, doesn't mean you have to sign up. That only happens when you return the signed docs. Which I am not going to do, as yet anyway.
