From reading the ANN I think there is more to the Flames comment than meets the eye. We know CLR is very active to the south of Flames and would be definitely sniffing around the Flames DSU.
By ANN they have OCC initial approval to develop Flames they seem to be sending a message to CLR. Either put up or we will do this ourselves. Bringing some competition into the monetisation process.
Pure speculation on my part but it seems a good play.
