It's purely the market cap figure and corresponding share price.
If one want's to somehow include the cash raised in equity issues into an enterprise value type calculation, then it would only be fair to take all cumulative expenditure, drilling, leasing, DD&A etc and al cumulative net cashflow generated into consideration as well.
