These pre market games happen on most stocks. Id generally stay away from them because the orders can change very fast. Probably computer driven. In this case the seller is trying to sell their shares at .01c when the maket opens. By putting it at .009c they are trying to jump the queue. The risk is if the buyer pulls the order before open is that it will open at .009c and they will sell for that.
