No. The price is being suppressed so that someone is scooping up the options at 0.7 and exercising them at 1.1 for a total cost of 1.8 while the shares are at 1.9 - saving 5%. Shareholders are selling their shares (purchased at a higher price and taking a tax loss where possible) and going for the options or just raising cash to exercise their options. This will end on June 30th.
