The market is pretty good at valuing assets. It looks to the past history of performance and factors in a bit of what could happen in to the future. As Dan and others have noted, BRK has just scraped by staying in the game and has an interest in three producing wells. But getting there has caused SOI to explode.
That explosion drastically reduces the exponential power of a stock to bag. So that top end speculation opportunity is gone.
BRK have a toe hold and can support themselves for the moment. Whether they can move up from here is yet to be proven. Drilling new wells will let the company tread water so as long as that's happening without incident we should stay around 1.5c+-.3c.
If BRK can prove up any of their real purpose, profiting from land trades, then the market might notice.
