Agreed, gambling winnings at the casino is way easier than going to the ATM and drawing down on your home loan. That being said I don't think it matters much, other than for appearances only, whether the CEO has invested his own money or not. He's not likely to try harder or work harder or take option b's just because he's not invested his own money. That's a furfy you hear a lot on HC. If you're an employee sure, you'll take a day off, what does it matter (that's why employee share schemes exist!). But DP is under the microscope already.

Either he's doing a great job and not telling us, or he's struggling because the business model is poor / he personally lacks the skill to execute it.

There are blackout periods for directors to buy, but if the board wanted to they could easily find a period to buy on market. That's another HC furfy.
