This is the crux of the lack of understanding about BRK, or any oil gas company for the matter. BRK couldn't borrow from any bank because they need sufficient certified reserves (PDP and PUD) before they can access a Reserve Based lending Facility. Their STACK reserve of ~3MMBOE is not sufficient . The only way BRK could get PDP and PUD reserves was to drill these 3 wells . You highlighting this as a BRK failure and contributing to the share price fall is erroneous.
Now they have drilled those wells and have a reserve base, which can be certified, they could potentially apply for a RBLF to help fund the drilling of future development wells, but it was this activity which brought down RFE in the 2014 oil price down turn , so DP will be very, very reluctant to go down that path again.
You are apportioning a failure on BRK when it was not possible for them to do as you suggest.
In regards to guidelines and targets, I am suggesting if the people they are providing guidance, timelines and targets to don't have a sufficient understanding of the business ( oil and gas development) and the associated nuances of many aspects of the business, industry, regulation etc,etc, then that lack of knowledge can lead to incorrect assumptions and misinterpretation of the announcements or lack of .... as you have demonstrated by your misinterpretation of the non utilisation of debt funding by BRK , which has influenced your thinking on the company.
Don't get me wrong, I agree with some of what you say, especially in regards to BRK communication not being as effective as it could be. But management delivering on what are essentially huge , complex and expensive engineering exercises with multifaceted disciplines within a regulatory framework on time, on budget and safely is mean easy task, for anyone , not just BRK. If you want to see a problematic drill program, have a look at CTP, NZO, CUE in the Amadeus, have a look at the problems AJQ have had with their workover program in the Surat ( SHE involved here), have a look at the problems BRU have had in the Canning with their Ugani oil field, XST and SGO in California with their " discovery" , BNL getting approvals for their helium project in the USA, TEG with the Cliff Head field .... and then compare that to BRK management delivering.
You say the market is not about what you have done, but what you are planning to do. I agree the market is forward looking, but how on earth will the market be confident you can do what you are planning to do, if you haven't done what you said you would do previously..... and if you failed previously, you haven't shown you have learned from previous mistakes?
