Could it not just be fairly average buying patterns? 76923 and 769230 at $0.013 is just $1000 or $10000 respectively...
I know a lot of average investors that accumulate in $500, $1000 and $10000 parcels. People either buy by QTY or by Value on most platforms. It's not that uncommon, especially if you have automated accounts etc.
Look I may be wrong, and i'm open to that possibility, but I don't think that buying patterns of parcels that size could really be proof of any nefarious or questionable activity.
