I too would like to see the BB be more aggressive but think the course of action thus far has been appropriate. The BB was announced in the middle of some significant announcements and temporarily created a bit of hype around BRK. DP said they would let the dust settle and reassess. This tells me they will change strategy at some point, we can only hope that leads to more being absorbed by the BB. Being so close to EOFY it kinda makes sense.
I'm hoping they've bought 150m by the end of July, and 250m by end of August.
