Its just desperation.
No way to cover their short positions and they know it.
So they do the only thing they can. Try and force people to sell (and prevent new investment) by "influencing" the price down... based on dumb valuations and incorrect currency conversions.
It didn't work before, retail holdings are still the same - and I'll bet they are pretty pissed off about it. Especially with GXY after management gave them the "SDV North Sale" middle finger, lol.
