Agree, but do you buy it at $1.23 or do you wait to see if it falls to $1.10 (or less)?
I'm pretty fond of my own money, so I'd prefer to pay a lower price if I can. I still want to buy the stock, it's just a matter of timing.
This difference of opinion/ value/ perspective is why we have an efficient market.
