there is big difference between actual production you are quoting and production capacity S&P are quoting.

In between S&P quoting the increase in production capacity and now:
2 of those expansion projects have been completed (Mt Marion and Wodgina) adding big chunk of to production capacity of Australian mines.

As far as financing:
The only project that hasn't been fully financed is PLS expansion.
With stage 2 being largely financed by bond/prepayment commitments from Posco, CATL, Gangfeng.
These projects are put on hold and not scrapped. They don't need to go through exploration stag, PFS, DFS, Financing stages. Most of them are half completed or ordered long lead equipment

No I’m not comparing apples and oranges. I compared S&P’s production forecast (not production capacity) with actual production. Their prediction is ~450 ktpa this year. I’m pretty sure the true figure will be closer to 150 ktpa.
