A shakeout usually implies institutional investors push out mom and pop investors by deliberately selling large volumes at low prices in order to push pricing towards and past resistance levels where private investors usually have stop losses set or to push past a certain pain threshold. This causes a sell off often without due cause or may accommodate some non fundamental aspect/News. They then buy up the stock at the new lows. It is particularly easy to do with penny stocks/small caps.
