It depends more on, "if Someone may get wind of a Deal, and use it to their advantage".
If it happens overnight, and Surprises Everbody, that is OK.
But, I guess usually, a Sniff of a possible deal, get's leaked, Good or Bad, and a Trading Halt is called.
But I am Guessing.
