I would have liked the boys to have fleshed out what to do with the cash a bit more.
If the aim is to go downstream ,which seems to be the case , then thats where any excess cash will end up in the short to medium term IMO. From memory PLS's JV conversion plant will cost in the region of $US750m , they are expensive pieces of kit..
In the case of CXO it would be a smaller plant but still a costly project ,the more cash we can put in the more control we have and less debt required...
