You can turn over the V8 engine build and get it to fire up but that doesnt mean that it is ready to hit the racetrack. A lot of tuning and testing before you can announce to the market that you are race ready. The problem with the rumour ( no discredit to Stu's information, I like to hear whats happening on the ground ) is that you telegraph to the manipulators what is going down ahead of an official announcement that could change the course. You steal the thunder and the SP continues to falter.
