That study noted a cost of US$21/t with the two main items presumably being haulage to port and ship loading. 60t*US$21 = US$1,260/truck load (A$1,800/t at 0.70). I'd have expected DSO fines and Spod trucking to port to be almost identical costs. Overall these transportation costs in the circa US$20/t remain a very small part of the cost puzzle, particularly when Spod is in the US$4,000-US$5,000/t range.
