I would like to be wrong, but I think what you are referring to is that any ICE vehicles that don't conform to the new emissions standards can not be sold after July in China. This will not apply to ALL non EV's, just the ones that have been sitting on the forecourt for a year or two now. However if I was a chinese consumer and wanted a new car, I don't reckon I would risk buying a new ICE knowing that it could be worth zero or simply be banned from use in the not too distant future.
I would like to be wrong, but I think what you are referring to...
