While not confirmed, that is good news.
It means Core are looking at all options to get its cost base lower. Even if they continue with contractors, they may now have a much better idea of what the cost of inhouse delivery might be. This could then inform decisions around when to accept contractor pricing as reasonable and when to say that price is too high - sharpen your price or bugger off. Having a robust view of when you are happy to walk away from deal negotiations is valuable.
