They stopped because they wanted to preserve cash. They didn't know how long this price downturn would be. Once they see the price bottom (I think now is the bottom), they will know what costs they need to be at to breakeven. If they can hire their own mining labour instead of using contractor at a cheaper rate, I believe they will restart.
