Well not necessarily the full amount relates to renegotiating the contract.
Lets assume the previous contract had a fixed minimum monthly fee. It was broken on 28 Feb, possibly to avoid a March payment for the fixed monthly fee. What if that fee were $1m/mth. $2m of the $10m is simply from being idle in Jan/Feb 2024. There may be a dispute around the fixed fee for the time when Lucas prevented water being pumped out extending the length of down time. There's some consumables in there and that its mentioned probably means its more than a trivial amount.
Also if the mining plan in the DFS is correct, the volume of waste rock needing moving could be near a change point where the volume of haul trucks required onsite is about to reduce significantly. Some of the demobilisation cost was potentially payable either now or later in 2024 anyway, but its now tucked nicely away in the shocking half year accounts rather than being a BAU cost.
