Seems there is little likelihood of being owner operator for "moving the dirt" as that would involved purchasing and leasing all required equipment. Much more likely they would want to manage the DMS inhouse. Cheaper than a 3rd party and they can keep this knowledge inhouse. Could explain the decision to end contract on DMS management and maintenance.
