Two thoughts:
OZL
There is no doubt OZL selling is suppressing the price. You only have to look at the share performance on the days they sold. For those that want in, that creates a buying opportunity. I topped up last week at $0.028. Logically, when they stop selling, the downward pressure will stop. As at 29 September they still held 304M. There can't be much doubt they sold heaps today.
Merger
I believe there will be ASX uranium company merger(s) of companies that have something real, not just hopeful prospectors. TOE fits the former category. So does VMY.
