It's more likely this is the next step in their delaying campaign. 30 years (almost) is so far away, they can pretend they have moved when in reality, everything will hinge now on the actual pathway to the target. Can't wait until the last five years and cram everything in. The real fight has moved to shorter term 2025 to 2030 targets.
