It beggars the question, if approval to mine is sought prior to commencing a mining programme, how would it even be possible for the local indigenous land owners to make a decision to grant or deny said approval?

What I would rather research is for instances of mining plans being denied and for what reasons. Obviously animosity doesn’t count.
