Unlike people like @Sector , the market likes the deal as it provides 'an option' if partnership deal(s) stall or are held up for any reason after an FDA approval should that approval happen ... it also puts the shorts on notice that they either keep their binary bet of 47 million shares for a CRL vs FDA Approval scenario because there won't be a heavily discounted CR anytime soon - they would however be able to cover their positions if they once again win the FDA CRL bet (sadly)
Poor @Sector has been on the wrong side of the trade for a couple of weeks now but then again he dislikes Mesoblast so no surprises there?
