Very good question. A better question is: Why would he do this, again? Regardless of whether he delivers this time or not?
Unless he's a fool, he does these things (continually) for a reason. It's deliberate - I don't think anyone could argue that.
I suspect something has broken within him. Or he's.......just forgetful/flippant?
