Deceit is saying 'we will not do a CR' and they didn't say that.
Obviously, obviously they will make both pro active and defensive moves. The dynamics involved change over time.
Pretending otherwise is just ridiculous, all companies will make assessments about how best to position themselves.
If they didn't do that you'd be accusing them of not being strategic.
